Many US states have county court systems which deal with administrative matters as well as jurisdiction over civil cases. However, city and county courts have limited jurisdiction on municipal issues. These courts cover one or more counties, which are administrative divisions within a country. However, they are different from the medieval system of county courts which were held by the High Sheriff of each county. For example: a resident fighting a ticket for parking on a city street may be considered a municipal case to be dealt at a city or county court. So, option "b" is the right answer.
