Katniss says the most impressive thing about the Capitol is the lamb stew. The public is amused, but Katniss spent a certain amount of food deprivation in her district, this stew being a food of much higher quality than the foods she had already eaten.

That's because Katniss's family was going through a lot of hardship. When she arrives at the Capitol, Katniss is impressed with the lamb wanted, as it was the first time she had easy access to food, moreover, the stew had a much higher quality than what she ate in her district.
