The legislators from a large republic would not be able to keep in touch with the people they acted for, and that republic would surely degenerate into a tyranny. For many Americans, their union appeared to be only a league of affiliated states, then their Congress was a diplomatic gathering representing thirteen independent states. The incentive for an effective central government lies in the urgency of the war, the need for foreign recognition and assistance and the development of national feelings.
