In 1898, the United States fought a war against Spain on behalf of Cuba. At the time the US government decided to assist, among many other reasons, because there were many thriving American businesses and Americans residing in Cuba, and Cuba didn't which to remain under the rule of Spain.

On an exchange, Cuba allowed the United States to take the following three actions:

  • 1. Intervene to preserve their independence

First of all, of course, they allowed them to intervene during the independence war, so much so that they declared war on Spain directly after a U.S. warship exploded and sank in Havana. it is historically known as the "Spanish-American" War.

  • 2. Intervene to maintain government

After the Spanish-American war was over. The United States established a provisional military government. This is now known as the first occupation of Cuba.

  • 3. Write their constitution.

In 1990, having Cuba under U.S. military Government, the then military governor, Leonard Wood convoked his 31 delegates to write a constitution for Cuba.
