2 - Answer: The Statue didn't arrive at New York as it is today. It was unassembled and it was composed of many pieces. The cost to assemble all of the pieces together would be immense and the NY city didn't have the money to do so.

3 - Answer: He launched a fundraiser campaign. He used his newspaper The World, the biggest one in New York City at the time, to spread the news about the fundraising.
